Yes, for anyone who builds several WordPress sites with one tool and plans to keep doing so. The lifetime plan includes the same products as the yearly plan, so the only question is how long you will build with it. Designers and agencies who start most client projects in the same builder benefit the most, because every new site runs on the license they already own.

It pays off less if you run one site and might switch builders in a year or two, because layouts built with it do not move to another builder.
